You probably don't need to reinstall the mail app. I would get rid of the PList 
file  and trash it. Maybe something is corrupted. if you need to reinstall 
mail, extract the installesd.dmg from lion or mountain linen, then open it, 
then go to the goodies section and you will fnd mail and other languages. After 
moving the mail app from your applications folder and all associated pref files 
either throughout trash me, another app, or searching and emptying your trash 
install th email app by using the pkg included in the goodies folder. I don't 
think you will need to do this though.
