Hi When you go in to the voice over utility and select speech then tab along to voices have you tried selecting customise? Once there arrow down, , on my mac book air I get a shed load of voices in dozens of languages or special effects, which you can try by pressing the play button. If that doesn't work for you I think you may have to do a restore, best of luck with that ;-) .
