This "Busy" thing from VO occurs here too, not necessarily in the way you are experiencing it, more when I'm using the Numbers app, but also in Mail at times. I have discovered that turning Voice Over off and then on again [command f5] seems to reset something, and it works ok again, so hope that helps you a bit -
