Hi Matt -- Have you installed the Logitech Control Center (LCC) software on your Mac? Not sure which keyboard model you've got, but I know with my K760 I needed to tick a box in LCC before the function keys would behave as expected.
Google "logitech control center" and you'll find the download on Logitech's page. The current version for OS 10.6 and higher is LCC 3.7. Once installed, the LCC utility is accessed from system preferences. The LCC utility has some unlabeled buttons but it is accessible using VO without too much grief.
