Can't say for sure, but I'm wondering if when you log on, you have your computer set to open windows, and if so, if this is blocking the log on window for Voice Over. If this is the case, as somebody suggested, you could try VO shift f2, to bring the window to the front, but whether this actually works in practice I don't know. Glad you've found some sort of a solution for now -
