I am not aware of an email address for ebay support, but if you try the 
following steps you might find either a support address or a phone number:

Open the eBay App.
Double-tap Home.
Double-tap Settings.
Double-tap Contact eBay Support.
Double-tap Technical problems.
Double-tap App and/or features are not working.

This presented me with a standard list of troubleshooting steps such as, "Make 
sure you are running the latest version of the App," "Power your device off and 
on," "Delete and reinstall the App," all of which I had already tried of 
course. At the bottom of this list of troubleshooting steps was another button 
to contact eBay support. When I double-tapped that button I was presented with 
the option to phone eBay support at 866-487-3229. This is a toll-free call here 
in the US, but I'm assuming that number is not applicable outside of the 
States. If you are outside of the States, perhaps following the steps above 
will present you with an email address or a better phone number.

When I called the support phone number, I was asked to punch in the phone 
number and postal code associated with my eBay account. I entered some random 
numbers until the recording gave up and listed my options. There was no option 
for technical support, so I pressed "0" and was quickly put through to the 
support tech.
