I remember that when I paired a Bluetooth keyboard under Lion I eventually had to get sighted help as the time out on the Mac Keyboard utility was so short that by the time I had navigated voiceover from the pair button to the part of the screen where I could read out the numbers I was due to enter I could not get them in in time. This may or may not be your issue.
