Don't feel bad. I can't get my 4s to download my ringtones either.
Everything is checked in the right places, but still, no ringtones on
the phone. I figure it'll get sorted eventually (or it won't), but
either way, it's not worth it to me to reset the phone just to get
some ringtones onto the phone. I'll just suck it up and deal.
If you figure this one out though, I'd be interested to hear what the
solution is/was.
