Hello Mike, To select multiple non-contiguous items in Mavericks, press VO-Cmd-Return to enter selection mode, then press the same combination to select the first item. Navigate using the VO keys to the next desired item and press the same combination again. Do this until you have selected all your items and the next different keystroke will take you out of selection mode.
There is no need to turn cursor tracking off just as there was no need to do so under Mountain Lion. This command is found in the Commands menu as Toggle Multiple Selection On or Off in the General submenu.
