Hi Andy,

I'm guessing that you open iTunes from the dock, using VO-space.  What's 
happening is that you're not pressing the Control and Option keys at quite the 
same time.  On the Mac, using the Option key usually indicates you want an 
alternate option.  So when you start up your Mac, and hold down the Option key, 
you'll be able to choose a different boot device from your default hard drive 
(by pressing your arrow keys to move to a different attached hard drive that is 
bootable, and pressing "Return").  Or in iTunes, if you move to the search 
field (with Command-Option-f), type in a search string, and then press 
Option-Return, the search is conducted in the iTunes Store rather than your 
Library.

If you launch iTunes from the dock by pressing the "Return" key, your default 
library will open automatically.  What's happening is that your separate press 
of the "Option" key is being detected,so you're being asked whether you want to 
open some other iTunes library than your default one.  This is just one of the 
instances where having the two keys, Control and Option, acting as the 
VoiceOver keys, can confuse your Mac about whether you want to separately press 
the Option key when launching iTunes.
