Dane, This is a problem caused by using voice over navigation to move to the tweet you intend to reply to, instead of using the arrow keys on their own. I invariably use the arrow keys to navigate in this particular app, and have not encountered this dislocation. If you use either quick nav or interaction, however, you will. All the best, Zack.
