Dane,
This is a problem caused by using voice over navigation to move to the tweet 
you intend to reply to, instead of using the arrow keys on their own. I 
invariably use the arrow keys to navigate in this particular app, and have not 
encountered this  dislocation. If you use either quick nav or interaction, 
however, you will.
