Yes, Pages would work well for this, but I think Numbers might even be better, or a combination of both. Either would do, depending on what you wanted to put in your invoice. I believe there is even special invoice creating software that works well on iOS—I think it was called QuickBooks or something, can't quite remember but hopefully someone else on the list will.
