You need to take some time out exploring the Voiceover utility. Open the utility , navigate down until you hear Voiceover say table , Now you need to interact with this table to hear all the customisable elements of Voiceover of which there is a very considerable amount.
Uninteract with the table once you are on an element you want to investigate and you will be able to navigate right across a number of tabs. Press on a tab and again navigate right to hear all the elements. . So under commanders you will be able to find for example tabs on Trackpad Commander, Quick Nav Commander, Numpad Commander and keyboard commander. It is the latter for Setting up keyboard shortcuts. You will find it a lot easier if you set the tab key up to perform interaction and uninteraction automatically. From memory this is in Quick Nav commander but it might be in Keyboard Commander. Voices will also be in Voiceover utility but I recommend you sort your tab key out first as the table for downloading voices is quite confusing, requiring multiple interactions and uninteractions. This is much easier if you have the tab key set up to do this for you.
