It's not a bug, but that's how it works now. You should only need to interact twice though: first with the document layout area, second with the particular page you want to work in. More clunky than it needs be, granted, but not all that much hassle after all. Still, if I need to write something immediately I use TextEdit instead for this reason; it's much simpler and faster.
