This has nothing  to do with voice over.  This is a global thing. hence no 
trackpad. just hold the control keyand press the track pad until you feel it 
and hear it click.  if you do not feel comfortable dothe voice over key stroke 
of control option shift m to bring up the menu. eithe rway will work.
