To my knowledge it dlesnt matter which order you do this in. When I upgraded to Mavricks a while back it didn't effect my files what so ever, and whenever I've upgraded iTunes, either incrementally or across a couple of upgrades I've never had a problem with the library being effectively carried forward as part of the upgrade process. Of course the purists amongst us would probably always advise to back up files prior to a major upgrade, and of course thats good advice, but I personally didm rand had no problems.
