Hello Michael, Things have changed in Mavericks. You must turn Trackpad commander off. Navigate to the horizontal splitter with VO; Bring the mouse; Press down on the trackpad with one finger while stroking downwards with another finger.
Sometimes, it takes several attempts to get this right and some people find it impossible to do. You used to be able to double-click with the trackpad or mouse, but since Mavericks, this no longer works. Neither does interacting with the horizontal splitter and dragging it down that way. VO just goes busy and you can’t complete the operation.
