Did you try  going in to voiceover utility with vo f 8.
Then pressing command 3 to go to speech.
Then vo right arrow to the voices tab.
Next tab to the default voice popup menu and then press vo space bar on it.
Next use the up and down arrows to locate customize.
Next vo psace bar on customize

Next vo right arrow to the voices table.
Next use the up and down arrow keys to locate the voices you have downloaded if the box is checked then that is one of the voices you have downloaded. Next vo right arrow to the play button and then vo space bar to here the voice.
