In my own experiences, the answer to this question is no, and even if
one may have thought he/she may have deleted the icons, they will come
back; otherwise, you couldn't get into the iTunes or Apple Apps Store
without them. In my mind, they are sort of like cookies, except you
have to sign into the App Store to get the app you want.
