It's easiest and most cost-effective to create your own. Anyone who wants to
use it for verification purposes can simply install it on their device or in
their application.

I would only buy a certificate from an organization that provided real
assurance of identity, for example by verifying government documents and
photographic identification before issuing the certificate. Anything less than
this isn't worth paying for in my opinion.
