It has been a long time since I've had to turn VO on, but I believe you hold down the Enter button. That is the round button in the middle of the remote. After you get VO on, you can use it by hitting the left, right, Up or Down arrow keys on the remote to move around. If you have a bluetooth keyboard, you can pair that with the Apple TV and hit the first letter of what you're looking for. For example, I often hit i to go to iTunes Radio when I want to jam out while I'm drinking wine.
