You can browse the other country's stores (for some reason, for a time, my itunes account was set to some country in Europe (no idea how it got set that way). I was able to see everything they had on offer, including things the us store didn't have, but I wasn't allowed to purchase any of it. Now, as to how you change the country to browse in another location, that I don't know. Honestly, I don't even remember how I fixed it, so mine showed the us store again, but I know it didn't require a reinstall of any sort, since I've never done that to any of my osx machines. Had problems when upgrading, yes, but never needed to reinstall my os to fix things.
