I cannot vouch for your provider but I know that there are some mobile providers who do block this type of content. In the UK, I know that there have been a lot of complaints to OffCom, the independent watchdog of the telecommunications industry, because automatic updates have caused users to exceed their monthly bandwidth allocation, and/or incurred very large bills. Actually, Windows phone users are more vulnerable to this than OS X or iOS users because these OS’s usually let you know before downloading large updates, whereas Windows Phone just “does it”, on-the-fly.
