I had the problem last night regarding the lack of speech on the fly when trying to adjust volume and yet VO was fine otherwise. I turned VO off and on again with Command F5 and then it worked fine for me. However, I cannot suggest anything regarding the slowness only to ask if your Mac was suitable for the upgrade to Yousemite.
