I don't think mp3 is the only format that works, just the most popular. I have code for a game I found that uses ogg files too, and I'm pretty sure I've seen wav files as well. I've of course never gone and looked up the appropriate sections on the w3c, but if you were interested, it shouldn't be hard to locate at w3schools.org I've personally tested mp3 and ogg files myself, but having never tested wav files or any other format, I can't say with certainty which formats work.
