OS 8.6 (and 8.1) are still fairly sought after by people using older Macs
so expect to pay a little on the high side.
Having said that, I wouldn't pay more than $US 20+shipping for it; eBay
and the like tend to run it higher than that.
OS 8.0 (or any 7x) can be had for about $US 10. Be careful about shipping
charges, most sellers are making real money on that. Your best bet is
USPS's Global Priority Mail which will get a bare CD to you for under US$2.
00 and a boxed set (possibly without the box, if it won't fit in the
prepaid carton size) for US $8.00. If you want the box, it fits in the $8
(max: 4 pounds) box if you break it down (ie pack the retail box carton
flat). As always, NEVER agree to United Parcel Service (UPS) to Canada,
due to the outrageous $C 35-45 brokerage fee.

Aside from making a post to MacCanada, you could join up with ehMac
(www.ehmac.com) and ask there to find a Canadian source.

Sorry I can't comment on compatibility, I went from 8.1 to OS9.
