Have you tried doing the exact same thing?  It works.
Your subject suggests you want to do it in Safari.  Replace the word
Netscape (or navigator) with Safari and that will work too.

But, if it is a proper Mac OS X mail app you can just click it and it 
will automatically
open in the default web browser (you can change this in the web pane of 
the
Internet System Preferences pane).
