Whether it's "fair" or not is a separate question, but Part VIII, Section 80 of the Copyright Act, amended in 1998, specifically exempts "private copying" of phonographic works from infringement. So yes, duplicating records and downloading music in Canada is not illegal. And yes, we pay through the frigging nose in "levies" for the privilege. Whenever I mention the facts about the Copyright Act, people go apeshit and pretend it can't possibly be true. That's American propaganda.
