ISP in Kitchener-Waterloo

I am look for an ISP in Kitchener-Waterloo. I have looked around. 
However, there seem to be endless possibilities and I don't know the 
reputation of most of the local ISPs.

I am looking for a dial-up account for around $10/month for at least 
60 hrs. I would love to have high speed but am not currently prepared 
to spend the $30/month.

Any suggestions?
