VCD burning: Use Toast.

Hardware needed is some sort of capture USB device, like this:

Generally, you're going to want FireWire rather than USB, because of the
speed (FW = faster, better resolution, etc.)

I have no experience w/these products, but have heard of them.

Imovie doesn't do the burning -- iDVD does, and you're correct in that it
won't burn to an external DVD-R, afaik.
