I personally have used PayPal since 2002 and every transaction through them has gone smoothly. I have heard through this mailing list (not specifically Mac Canada) that the owner of Low End Mac has had his PayPal accounts drained by someone. I haven't heard whether or not the situation was ever resolved.
I have had 2 instances on ebay where merchants have sold me stuff accepted payment and didn't deliver the goods. I found their response (ebay which owns PayPal) lacking in a concerted effort to correct the problems. On that note, I have heard about RECOL.ca. Apparently they are waiting to assist you with any on-line fraud investigation. There is a case or two I would like to see followed up by these people, however, no "personal" experiences to voice from.
As for the American bashing, there are good Americans, and not so good ones, like with every race, nationality, etc. Stereotyping is fairly common, and it's the easy way to label people when there are discernible patters of behavior. Having had some contact in the tourism industry in the past, it's not the "nice" people that one remembers but rather the ones that anger and frustrate us the most. Probably why news programs center around the worst society has to offer instead of the opposite.

One can find information on the net to support any position and I think it's a bit unfair to inundate someone who's asking for advice with links to dubious info. I tend to rely more on statements of personal experience.
By the way, my statement about being an American/Canadian was in response to a cheap shot at Americans made by a previous poster. That person was saying that PayPal is bad because it is a US company, etc:
