Emulating a PC is more difficult than emulating a Mac.
PC operating systems are "closer" to the hardware
because they don't have a bunch of the UI in ROM
or the "ROM" file of newer Macs. Mac emulation is
simpler because the Mac runs "everything" based on a
"poke *here* get *this result*" operation. A Mac
emulator (well, Basilisk II anyway) mainly needs
to ensure it gives the proper results when poked.
The only hardware emulated by Basilisk II is the
CPU and FPU. The problem with that is badly behaving
apps (according to Apple's specs) that try to
directly access certain hardware bits will either
not run or will crash the emulator. Most Mac emulators
provide functionality of their own to replace those
sorts of apps.
