You could try some backup software that has an
option to backup to and restore from a file instead
of a real backup device like a tape drive.

Try this 1997 version of Seagate Backup Exec 2.0c.
http://www.driverguide.com/uploads/uploads4/1671.html

Please note the note on using it with Win98. ;)

Curiously, the default is to backup to a file.
You cannot do an _emergency restore_ from a file.
(Darnit!) But if it'll run on VPC you should
be able to do a full system backup to file then
do a minimal install of Windows on the new and
bigger drive image, install Backup Exec then do
a restore from that file.

This software has been abandoned by Seagate. There
is NO SUPPORT* available. No downloads from Seagate,
no patches or updates. Assuming you had an original
copy (which only shipped with their tape drives)
and you needed help, Seagate would tell you to get
stuffed, errrr, go buy NovaBackup or some other
backup software, which may or may not work with
the POS, err, "end of life" tape drive which you
should just replace with a new one anyway.

(NovaBackup has versions for practically every
PC tape drive ever made, but you _really_ gotta
be attached to your drive to want to buy this
software.)

*Version 2.0c is "supported" by Veritas, but all they
have is a slightly different PDF manual, a
command line utility and a patch for an obscure bug
that only happens with two old Adaptec ISA SCSI
controllers on Windows NT.
