Can you boot the card into Safe Mode? There you
can delete the entry for the video card from
Device Manager. You may then be able to run the
setup for the ATI Mach 64 driver. Some drivers'
installers refuse to run in safe mode.

Running 98 or 98SE? 98SE can use WDM (Windows Driver
Model) drivers, which is Microsoft's idea for
making drivers that _should_ work in 98SE/2000/XP.
Quite often they don't. It can often be a real PITA
to get 98SE to accept a non-WDM driver for a device
after the WDM one has been installed. (Fortunately
on the box I just built it was easy to replace the
WDM modem driver that caused a BSOD with the VXD
version "for win 9x".)

You may have to resort to moving any files out of
the c:\windows\inf (and the "other" folder there
too) that are for ATI to make it let you install
the Mach 64 driver.
