I used 1.6.x the OEM version that the replay card requires with OS8.6 just fine. Couldn't use 1.6.4 until I wanted to upgrade to 2.1.7f. In order to get to 2.1.7f I had to hack 1.6.4 with 1.6.x data using ResEdit. Honestly, I had no idea what I was doing but it worked. 1.6.4 worked fine and then I did the same procedure to get to 2.1.7f. Of course this is because I have the reply card which requires its own code. But at any rate I did have 1.6.4 working with OS8.6 and now have 2.1.7f working great. The shutdown glitch is annoying, but that is about the only problem. Otherwise everything else seems to work just fine, though I use the PC side so little anymore.
