No, it is actually preventing computers without Windows 98se or above to
connect. Once again, I don't know much about networking, but the light on
the router/switch turns amber instead of green and doesn't respond if you
connect without Windows. I don't know exactly how the admin does it.

If you RTM then you would see that an amber light indicates that the unit is connected with the computer at 10Mbs, which is correct for older Apple computers.
