ZIP is pretty much the compression format anyone with
Windows is likely to have.

RAR is better, but not as many Windows users use it.

TAR and GZIP is practically as alien to the common
Windows user as a one button mouse. ;)

SIT has Stuffit Expander for Windows.

Best thing to do is find out what archiving software,
if any, the recipient of the file has installed.

If it's Windows XP, that has built in support for
treating ZIP archives as folders within Windows
Explorer. Just doubleclick a ZIP archive then drag
files out.
