To possibly translate the Japanese and clear up this one and for all:

Looking at the pictures on the Japanese sight I can identify it 
straight away. The card is a CPU daughterboard out of a PCI Power 
Macintosh. The card in question looks from the pictures to be a 604ev 
Mach V processor card (from the available speeds on the reverse), which 
is further reinforced as it is out of a 9600/300. The cards ONLY work 
on MachV boards as they are cache-on-card rather than 
cache-on-logic-board as the slower board are.

It's a pretty tasty card as far as 604e boards go, the faster the 
better too, anything from 300MHz up is starting to take on G3s for 
speed. All you need now is an 8600 or 9600 to out it in :).
