You pay VAT in a specific country. You pay at the rate in that country. Apple really are plonkers if they've decided to trade from the EU country with the highest VAT rate in Europe. I note that ebay.co.uk is based in Switzerland, but charges VAT at UK rates for UK customers.

I've bought a number of items from the UK Apple Store. All have been shipped and invoiced from Cork and all have had VAT charged at 17.5%.
