One possibility is that on some models of G4 Tower and Powerbook the Actuator that is under the power button and makes contact with the motherboard is not centered under the power button as you would expect this can lead to the feeling that the button is unresponsive or defective.
The official answer from Apple in these instances is to depress the button with a bias to the top left hand quadrant (between 9 and 12 o clock).
If this shows no improvement then I would suggest contacting Apple for a solution
