10.2.8 is buggier (Jaguar got worse as it got older 10.2.7 is also really ropey) than 10.2.6, mostly around iMacs (bitter personal experience lead me to buy 10.3 in the end) and so a lot of people who haven't updated to Panther have stuck with that version number.
As for the problem in hand I suggest using a download manager. I use iGetter, it's pretty much the same as GetRight is in Windows and it works pretty well for me. Available at:
