I ought to have come back to the list earlier.
The problem was entirely of my own making - I had the settings in System Preferences-Sharing set to a combination that was preventing this. I've found that I have to have Sharing - FTP Access ON. I've tried setting this to OFF, and then trying 'Passive FTP Mode' (in Network) both ON and OFF, but that makes no difference. The crucial thing seems to be that FTP Access in Sharing has to be ON. You can't even change the Firewall settings - it's governed by the FTP Access setting in the 'Services' tab of the Sharing window.
I can't say I'm too pleased about this - although I'm behind a router and my IP address is in the 192.168.0.xxx space, I'd still prefer not to be open to incoming FTP requests. But that's what seems to be necessary.
The good news is that a) I can now use Terminal to do what I want to, and b) even better, the built-in FTP elements of GoLive now work for me.

I posted a similar query to this list earlier in the year - different error - but I have to confess that I never got very far in my investigation because I had other clients available. Every other one worked, including the DOS client under Windows NT 4.0 and connecting through the OSX Finder. Never got the Terminal version working.
