However, on the FAQ they do say that the RAM and HD's vary...who knows
why...I wonder if there is some manipulation going on for the first tests to
make a better impression like the Graphic cards used to do? (PC3200 RAM and
5400 drives instead of PC2700 RAM and 4200 drives) even if the RAM will only
run at slower speeds?

It's not unusual for a manufacturer to have to put higher spec components in a computer when shipping in large numbers. It's entirely probable that they can't buy enough 4200rpm drives and PC2700 RAM, so it's just as economical for them to put 5400RPM and PC3200 RAM in and ship them. As long as it's at least the minimum spec, that's ok :)
The old Commodore Amiga used to have wild fluctuations in the specifications of its floppy drives for instance (much to the consternation of games coders who relied on drive speed for their copy protection).
There's even a rumour that Microsoft hasn't been able to source 6 gig IDE drives for the X-Box for years so they actually ship with 120gig drives that have been software 'clocked' to only show as 6 gig drives (if 120gig drives showed up in X-Boxes, shops wouldn't be able to get rid of the old stock ;) ).
