Have you tried the settings in the advanced tab of Safari prefs? Otherwise I
would suggest looking at the preferences you have set for Keyboard & mouse
in sys prefs (under keyboard shortcuts full access)? Not sure if these will
make any difference but might be worth a try.

On the positive side because this Panther version is nearly the same as
Tiger you can use widgets (somewhat) now...
