I can't be sure if it really was 10.3.9 but I can't seem to find or use Keyboard Viewer which was very handy when looking for accents and special characters in foreign languages...
Normally you can access it in sys prefs international and then input menu (which then lets you access it from the menu bar under the British flag... No matter what I do I cannot get it to run...
