Apple make it easy for developers to write Spotlight plug-ins for
Tiger. There are already a good few about.
Regarding Case Sensitivity I just searched my iMac using lower case
and got loads of mixed case results so I don't think it is...

I would highly recommend Mail. I have been using it since I swapped
over to OS X full time in 2002. It's had glitches in the past but
it'll take your Mail in from Outlook Express and it's totally
integrated into OS X. The Tiger version is also faster and nicer to
use, even if the folder list is, IMHO, on the wrong side.
