I think that this is all down to the credit laws in your country (or
the country that issued the Credit Card), and the attitude of the card
issuing company.

In the UK there are some card issuers who are stating that they will
help protect you against identity theft and will also do as much as
they can to identify fraudulent transactions. I can vouch for this to
some extent, as I have recently booked a holiday home rental in the
States and the Fraud  Department of my credit card issuer rang us at
home to ask whether we knew that a company in Florida were trying to
charge a large amount of money to our card, just 5 minuites after I
had used the card to buy 30 quids worth of petrol at a local
supermarket. I was very impressed, but less so when the place in
Florida emailed me to say that my card company had bounced their debit
request... It was honoured when they re-presented it later the same
day.
