I need the explanation for web safe colour and basics of colour
combination in the terms of web design.
By far the best explanation of colour theory I've come across is by Adrian
Roselli in "Web Graphics for Non-Designers"
http://www.glasshaus.com/bookInfo.asp?bookId=69
And it just so happens that his chapter on colour is available online, so
you don't need to buy they book unless you really want to:
http://www.glasshaus.com/samplechapters/1159/default.asp
and since that is a bit slow to load you can read the same stuff here:
http://www.webreference.com/authoring/graphics/color/nondesigners/chap2/
The web safe colour palette is indeed less relevant than it was 10 years
ago, the seminal article on it's relevance is probably this one, written in
2000:
http://hotwired.lycos.com/webmonkey/00/37/index2a.html?tw=design
If you do want to restrict (for a bit of a safety net) your colours then
learn about the Web Smart colour palette:
http://www.morecrayons.com/palettes/webSmart/
How many colours do browsers on mobile phones get to use?
And in terms of recommending a particular colour picker - all the online
ones and most of the offline ones have flaws I find. I'm currently trying
out Color Schemer Studio OSX, and might buy it:
http://www.colorschemer.com/
Online tools I have bookmarked are:
http://www.easyrgb.com/harmonies.php
http://www.colorschemer.com/online.html
http://wellstyled.com/tools/colorscheme2/index-en.html
http://www.snook.ca/technical/colour_contrast/colour.html
Have fun.
