I take your mail as a plea for keeping necessary(!) localization efforts out of the micro releases but leaving it up to each NL project to decide individually if they want to use the micro releases for some catching up
if it helps them. This is in alignment with our (the release
committee's) intentions.

Makes perfect sense. As Mox says, NLP projects with more resources may wish to put out changes in the point releases. My project won't be able to do much for 2.2, but I'll be happy at this stage to get QA done for 2.1.
