The point is that James G. is using the PPC version not the Intel version. I will download the PPC en_US version from good-day and see if this is broken upon initial
install.  If so, I will open a new issue for this.

I'm trying to prevent a wild goose chase here because my testing might've been contaminated by testing Mac OOo versions while using the same OOo library files I'd long been using. On a whim, I recently isolated the OOo library file by putting it in the trash then tested new OOo downloads for this "issue" I saw that they indeed retained all the proper Navigation Shortcut keys in the Customize panel.

As I previously replied to Jim Watson, I think that long ago, in the course of first trying to configure my function keys in the Customize panel, I might've somehow inadvertently deleted out the DownArrow Shortcut setting and missed it, and have been using the same library file setting since for all my OOo testing. I don't know how I could've done this and how it sneaked under the radar so long, but it's the likeliest explanation, with my deepest apologies. In the even that there are others who might inadvertently alter their key settings the same way, maybe a good head's-up safety check to such would be a "Are You Sure?" flag or something whenever a setting's changed by intent or accident.
